Are golf club weights interchangeable between brands?

No. Thread pitch, port depth and head geometry are manufacturer-specific — a weight cut for one head will not thread into another brand's port.

Do I need a torque wrench to change club weights?

Yes, in almost every case. The port is soft alloy and overtightening strips it, which is a far more expensive repair than the weight itself.
